How do I not share purchasing
On family plan for music, etc…. How can I make each plan pay their own purchase?

Require each Member to buy gift cards and redeem to their own account. As long as they keep a sufficient credit balance, that balance will be used for purchases and the charges will not hit the Organizer's credit card.
If they are under 18, you can turn on Ask To Buy: Approve what kids buy with Ask to Buy - Apple Support
If they are over 18, it is a matter of trust. If a Member does not merit that trust, you can remove them from the Family Sharing group: Leave Family Sharing - Apple Support
