I have thousands of photos of dozens of people but the same few people keep showing up. I set the photo ID of others but they don't show up. How can I add the other photos? Is there a way to use just a file?

Seems you can save photos you receive to the Files app.

Are you asking about shuffling photos on a Mac or on your iPhone? Sorry, this is not quite clear, as your question is in the Photos for Mac forum, but the device shown below your question is the iPhone 12.
Which system version are you using? And where do you want to shuffle the photos? As a desktop wallpaper, a screensaver, or a slideshow?
Sorry tried to be brief, maybe too brief... using iOS 16.2. on the wallpaper shuffle, you have 3 choices - People with a link to faces, Nature and Cities. If you choose only Faces you can check the faces that you want. Not all the faces in my photo library appear. How can I expand the choices? Can I make a file in my library for Photo Shuffle to access? Hope this explains my question...
