Safari auto-starts on start up

Every evening when I shut down the computer, I close down my Safari

Every morning after boot up, the Safari app says it's open, but there is no window.

What can be causing this issue?

Thanks in advance

Like many apps Safari can be "open" with no windowed processes. Closing all its windows does not quit the Safari app.

Two suggestions:

Open items automatically when you log in on Mac - Apple Support

Shut down or restart your Mac - Apple Support: If you don’t want app windows that are open to reopen when your Mac restarts, deselect "Reopen windows when logging back in."

Sure, that's a perfectly sound explanation. I'll keep it in mind.

By way of historical explanation, a while ago (Mavericks, I believe) drawing a distinction between "open" or running apps and apps that are not running or "quit" started to become meaningless. For example macOS will unceremoniously kill active, running processes or the converse, have actively "open" and running processes that consume no system resources. For a brief period of time one of Apple's prerelease versions of macOS abandoned the "dots" under Dock icons altogether. It was only after beta testers complained loudly that Apple relented and put it back.

For what it's worth you might as well think of that white dot as a placebo.

Regardless of if there were any windows open. I QUIT the app using Cmd+Q and the dot disappears below the Dock icon.

Now, I tried something yesterday, which was to remove from the dock and then reboot the computer. The app wasn't in the dock and it didn't auto-start.

However, this morning, something weird happened. I booted up again and the Safari app I had placed in the Dock again, but there was no white dot below. I popped out the room for 15 minutes and when I came back the white dot was once again there.

Not sure what could cause it to open in that time on it's own?
