Despite information that you may have already received, the "pop ups" are legit and you should follow the instructions to insure continued trouble free operation.
For what it's worth, I just visited the Apple Store to speak to a genius about this and some other topics.
No, it is not legit. Close the offending page and avoid sites that are involved in such bogus advertising tactics.

I wasn’t on a sketchy website when it popped up. It also popped up on my other Apple ID account a few weeks ago. Here’s another screenshot with it in the Settings
These messages are not phony, nor are they from any websites.
