How to tell if someone’s phone off or no service

I’m trying to contact someone but when I call it gives me 6 rings and says the number is not available at the tone please record your message. But when I message them it’s delivered and blue? I’m not sure if it’s off or what..

iPhone 13 Pro Max, iOS 16

I have my voicemail greeting left on my carrier's default which says something to the effect of "000-555-1212" is not available. Please leave a message" in the robot voice. It sounds as if that's what you're hearing.


I concur with Lawrence. If the phone is ringing 6 times, its own and the person is not answering. Leave a message and stop calling. Repeatedly calling (when they can see who it is) is not going to endear you to them.
