can i recover a deleted passes

If you are referring to the passes you can add to your Apple Wallet, this article explains more about removing them: Remove passes from Apple Wallet - Apple Support. If a pass is expired, it is moved to a separate location where it can be recovered. But if you have deleted a pass, it is removed from the Wallet and would need to be re-added as if it were new.
