Now I'm no expert in this area, yet your question surely deserves a response.
So here's my thoughts on the situation:
Seems you would need to create an Apple ID account for your sister.
Apple Support Article: Help your family member create an Apple ID,
(You might want to set up Family Sharing ?)
Make sure that each family member has a unique Apple ID - Apple Support
List your sister in "Contacts" on both iPhone and iPad.
Ensure you are also listed in "Contacts" on the iPad
Then help sign her in to FaceTime on the iPad with her own Apple ID.
With wi-fi:
You would be able to FaceTime her using the eMail address in her Apple ID account.
(If you wanted to use cellular, she would need a phone number to use in FaceTime.)
For accuracy:
Please choose the correct iPad OS version at the top in the article(s) below
Set up FaceTime on iPad – Apple Support
Make and receive FaceTime calls on iPad – Apple Support
If you wish:
Use SharePlay to watch, listen, and play together in FaceTime on iPad – Apple Support
What to do:
If you can't make or receive a FaceTime call on your iPhone or iPad - Apple Support
