My backed up iCloud notes haven’t appeared on my notes app

Ensure that you're syncing your notes to iCloud (Settings > Apple ID > iCloud). Note "on your iPhone" will not sync but other locations will. Keep in mind, you're not backing up notes, just using iCloud to sync across devices.
