iPhone 13pro can't activate the sim after installing os 16.2

When my friend uses my physical sim in his iPhone with os 16.2, it's ok for him to activate my sim.
When I use his physical sim in my iPhone with os 16.2, it's ok for me to activate his sim.
I can't turn on my pyshical sim line while esim is activating.
It should be a bug
To use two different carriers, your iPhone must be unlocked. Otherwise, both plans must be from the same carrier. If a CDMA carrier provides your first SIM, your second SIM won't support CDMA. Contact your carrier for more information.
If you have an enterprise or corporate cellular service plan, check with your company administrator to see if they support this feature.
I converted my physical sim into eSim on my phone. So eSim is the same as physical sim. However, the eSim could have more priority in the system. When eSim can't be activated, it won't stop trying. It should try to activate physical sim rather than continue trying to activate eSim. I think this is the reason that SOS only.
My phone try to activating esim all the time and I cann't acticate physcial sim. Although, I already insert physical and iphone already detected it, I still can't acticate my sim.
