app store keeps asking me to update billing information

The app store keeps asking me to update billing information. I signed into iCloud, my billing credit card and address are correct. the App store continues to ask me to update billing information but when i follow the prompts from App store the login in just keep asking to log in. I go back to iCloud and it's all correct. Wont let me buy app.
