My iPad mini is asking for Activation Lock

Question

Hello,

I have an ipad mini and it's asking me for activation lock. I entered the apple id and password but it says "apple id cannot be used to unlock ipad".

somebody help me. I did all the maneuvers necessary to unlock it but it didn't help. I hate to throw it away.
