I want to disable the copy function on some files so they cannot be copied and pasted onto an external hard drive. can I do so? I don't want to password protect it, just want to prohibit the files from copying to another hard drive

if you cannot control yourself, mere software will not stop this from happening.
if you want to stop a specific file from being included in a Time machine backup, just place that file or folder in Time machine's exclude list.
If you do not trust someone else, then create a new Account for that person, and have them log in using their own account. Your files are not available to other ordinary users.
