I couldn't download latest iOS so I forced restored and now I can't activate my phone without an update. Can I force update an unactivated iPhone XR?

If you have access to a computer, I would connect it to iTunes with the same apple ID. that should allow you to update, if not activate the phone.
Reach out to Apple, if you take it to the store/ Genius Bar, they should be able to help you.
Thank you for replying! Fortunately I do have a computer, but I'm stuck in a loop where I can't activate because it needs to update. Then it'll say it can't be updated, it needs to be restored. I can't get beyond the "connect to iTunes" screen and iTunes/finder is waiting for the phone to activate. I'm not sure if I should visit my carrier or Apple
