I have no contact to the previous owner of may ipad, my ipad need his/her apple id to activate, i can't use my ipad because of this,what should i do?

Presumably the iPad is the iPad is Activation Locked. If so, unless you can independently obtain assistance from the previous owner, the iPad is (and will remain) useless to you.
