Go to control center by swiping up. You’ll see an icon at the top of it that says “Privacy”. Click on it and you’ll see this:

light dot. It interferes with camera filter lens and blocks the lens from being used.

You cannot disable that function. The Green dot represents that a Camera or a Camera and the Microphone is in use on your iPhone. This is done to make you aware as a security feature.
