why iphone 7 cannot pairs apple watch se 1st gen

why my apple watch se first gen CANNOT pair with iphone 7? It keeps asking me to update to ios 16 which iphone 7 can't!!!

SE gen 1 is capable of being updated to OS9. If it has been individually updated away from the iphone 7 then you will need a newer iPhone.
