Photo storage exceed iphone and icloud storage

Hello, I need to seek help on this problem that I face. As you can see the screenshot, I have an old iphone storage of 64GB and my icloud storage is 200GB. But I have no idea why the photo storage can go up to 377GB, which exceed my phone capacity and the icloud photo storage of 1.7GB.

1) Why photo storage of 377GB still can be stored in iphone of 64GB ?

2) May I know where and how I could locate these photos so I could delete them ?

3) I want to migrate to new phone of 128GB and it failed due to above photo exceed limit problem. Pls help me to give suggestion or solution.
