I followed Apple's instruction to change Siri's language from Japanese to English (I live in Japan) but Siri keeps speaking Japanese and does not respond well or not at all to English. How do I solve this????

If it’s for another device, follow the instructions you tried, close the settings App, then Restart that device to see if that helps
