AppleCare+ Battery Replacement

I have been waiting for my battery health on my iPhone 11 to drop to 80% for over a year so I can get the battery replaced for free under ApppleCare+. My phone has finally reached 80% battery health and now my question is does it have to be at 79% to qualify for free replacement or does it count once it hits 80%. On the apple website it says below 80% but on other resources it says at 80%. Just want to clarify before I go to the apple store in person.
