MacBook Air mid 2013 eligible to run Big Sur.
Recovery partition is present but it is impossible to start into local recovery mode, it automatically goes into internet recovery mode.

The above would indicate to me, whatever and how ever the Operating System was installed a fresh that something is Not Right
For the Sealed and Encrypted Volume to Unsealed - is the tip off and IMHO the source of this issue

This is the screen when I try to start into recovery. I reach then internet recovery but Terminal gives 'command not found' and is therefore totally useless. In Disk Utility I can't see mij volumes. Could anyone advise what the issue is?

I have reinstalled macOS as a clean-install and copied the data from the time machine.
Still it is an odd behavior. The machine runs fine but I can't boot into local recovery and internet recovery behaves like I described before. I even tried before copying the data and it is the same.
I am lost. I guess that I have to use it like it is.
Later I will contact Apple, as you suggested.

I have seen the 'Broken' report but dunno what to do with it.
I have done a clean reinstallation and the report was the same.
The machine works well, SIP is enabled, no problems with the performance.
BUT, I am still unable to boot into Recovery.
I have asked Apple but no answer yet.
For the time being, the little machine works well and is in use at this time.
PS, just to make sure, I checked my MBP and I see the same 'Broken' in the report. And this machine works perfect with MS Office, Acrobat and Acad. I guess that this occurred after installing Big Sur.
