Spotlight not finding images from internet
Hello.
Updated the system. The changelog says that Spotlight can search for images on the web. But it doesn't work. Spotlight does not find images from the internet. Why?

It does work. You need to type the word "images" after whatever you are searching for.
Are you located in one of these?

With the added input above .. photos, images, img...etc
verify your Spotlight >Settings> Siri suggestions is checked / turned on
this did make the difference for me when testing .
Do you have a VPN installed or the Firewall enabled?

Well, according to Apple, Web Image Search is not supported in Russia. I can't tell you what you saw or how it was done.

Google has an "image" category— I would use that to search the "Internet"
Never had an issue there...

You do not have to use Google, there are many alternatives: 21 Alternative Search Engines To Use in 2023

If it makes you feel any better— I see no "image block at the bottom," in Spotlight same as you .
I have exhausted all the resources I have at hand in an effort to help you move forward with this pressing issue.
It is not a perfect science this I do know, and I suspect your expectations are set higher then mine.
Many "features" take time to mature, independent of the "marketing" put forth in Apple® advertising as the next & best maOS get rolled out annually; this we have witnessed over and over ad nauaseum.
Ventura is in its infancy at 13.1, we can reasonably anticipate with each and every point update moving forward to 13.6 or 13.7.2 that these expected features become fully functional as expected.
Then I would suggest you contact Apple Support.

How about just search "flowers" compared to "flowers photo" and compare your results...
Are these internet images added to your Photo.app...(?) it is not clear from your post.

Just to add, you don't have to type the entire word. "ima" works.
Using the exact words in Search " Image Owl " results in and include in url ( link below )

Caveat - it does open in a Google Search result.
