I updated recently my region on my Apple account to Costa Rica and also entered a local payment method. Account says that I am now in region Costa Rica, however it seems that my App Store is still in the old region Austria, as I am not able to download a local banking app (I get the message that the app is not available in my region). What can I do?

How exactly did you update your region? What steps did you follow?

If you go to https://appleid.apple.com and log in with your Apple ID what does it say your region is set to in Personal Information ➜ Country / Region
The country is successfully changed then. Have you rebooted your iPhone after the change?
Are you looking for the iPad through the App Store app or are you using a direct link to it?

Yes, I switched it off completely and restarted, but it’s still not working.
Not sure what you mean with the iPad question, I am using an iPhone and an iPad, both with the same AppleID. Could this cause a problem?
What I was trying to find out, was wether you were using a link, and if that link was for the app in a different store.
If you are finding it through the App Store, then it means it's set to the correct country, as it would not show up if the country was not correct and the App was not available in whatever other country it was set to.
Since I have no idea what app you are trying to download, it's hard to offer a specific link to it. However, links just open the App Store App to the linked app.

yes I followed the steps as described. If I login to the link you posted, it also states Country Costa Rica.
