The new 16.2 update is saying it needs to remove all my apps BEFORE INSTALL. Is this right??

If you have insufficient space to install the update, it will offer to offload apps, install the update, then re-install the apps.

That is not right. I have never had to remove any app with any update. How are you trying to do the update?
While preparing the 16.2 update, I was asked whether I wanted to "temporarily remove apps to install software update." This message repeats every time I click "continue", and the update appears to be stalled. What's my next step?
My phone normally just automatically updates but last night it didn't so I clicked it to update and it was not updating like normal. It asked me (thankfully) if I agreed to removing all my apps first and I said NO! I still have the circled 1 on my tab to update my phone but don't understand why it won't update like normal??
I can try to take some apps off my phone I don't use, but can't install the new update. That's what I am trying to say. It is forcing me to either delete all my apps first, or not install the new update. I will try this first. Thanks for your help though!! :)
