How do you get past the message "iphone is disabled try again in 15 minutes" and at bottom of screen it says Emergency?

This phone is at present not connected to a service.

This happenes when you enter the wrong passcode to many times.

I was able to get the recovery screen but clicking on restore was greyed out and nothing happened.
