In Preview, every export (to jpeg or PDF at least) fails with the statement above.
This failure is on my MacBook Air M1; my mini M1 with exactly the same OS version (Ventura 3.1 22C65) behaves correctly.

How about "Save As" and compare your results...
Preview>File> (Option key) Save As

This worked.
Just out of curiosity, I then went back and tried "Export" again. Now it's working, too!
I don't plan to obsess over this, but I have no idea what just happened.
I really appreciate your help.
