In some web pages the scroll arrows cause the screen to keep scrolling. How do I fix it?

I have tried to change this in system preferences from a previous question, but it didn't work. I turned off in keyboard prefs repeat a key when held down. Did not solve it. This started when I made the scroll bar permanent, so it does not disappear. I can't reverse the scroll bar setting, This is because on some web pages the scroll bar disappeared permanently and the arrows failed to make it scroll at all.

Hello ElsaCole,

We understand you have some issue on your Mac with websites scrolling without your input in Safari. We have some questions to clarify the issue and determine what might be going on.

  1. Which specific websites does this occur with?
  2. If you test with another web browser app, like FireFox, does the same thing occur?
  3. Does this scrolling occur in any other Apple app, like Mail?
  4. Which Mac model do you have, with which macOS version installed?
    1. Click the Apple menu () > About This Mac.

We look forward to hearing back from you and working on this together.

Best regards.
