If you cannot unlock this, then you're stuck with a brick. If you have a proof of purchase, then Apple would unlock it, and you can assign it to your new account. Troubleshooting a Locked iPhone:

Is this assigned to the same Apple Account as this one? If so, get this unlocked by Apple. They'll reset the eMail address to what it should be. Setup a Genius Bar Appointment at your local Apple Store.
