I canceled an order on the apple store, my Apple ID balance was charged, but the balance wasn't returned to my account. Will my balance be restored to the funds I had before the cancelled purchase?
Additionally, and the reason I canceled, Because I had the wrong address selected for the order, I just want to know around how long will the refund amount will take to show up from my apple balance.

The delay, particularly with credit cards, is down to the card company, not Apple, and is experienced with other sellers' refunds.

As I've mentioned I made the payment from my apple balance gift cards, Not from credit card, I paid from my apple ID balance.

I would think that this counts as 'store credit' as mentioned in that article, but you could use the link it gives to get help, or try https://getsupport.apple.com
