So, I’m resetting my MacBook and get to ‘Terms and Conditions’. The ‘Agree’ button is greyed out and won’t let me proceed. Because I’m resetting the whole thing, there are no settings I can change or anything. I’ve restarted the process a few times but keep getting stuck. OS is Catalina.

The workaround is to click the Back button and return to the page asking you if you want to set up iCloud. Select "Skip" or "Set up later" or words to that effect.
Then, you will be able to advance to the T&C page and Agree. You can set up iCloud later.

hey I’m running into same problem i try to sign in to my Mac Pro 12 but it says that I put the wrong password even when it’s right and when I try to reset my password through Apple ID I can’t click on agree on therms and conditions I hope someone could help me

Try scrolling that Terms and Conditions page all the way down to the end. That might work also.
It maintains the illusion that people actually read it.
I just had this issue and it got resolved by accepting terms and conditions from other Apple device ( in my case personal macbook)

It is confirmed this is a bug in the OS. On the phone with support and they say developers are working on a fix. Note if Firevault is turned on, you will not be able to boot to the utilities and use the terminal for password reset.
I have the same issue, however, I am trying to reset my company computer that was issued before I was the administrator. I do not have the password so I clicked "Forgot all passwords?". Therefore, I must go through this process. I need a better solution that going back and skipping. This does not work for me. Please advise.

When I go back to the previous screen there is not "Setup Later" link / button (I have seen several screen shots that have it but mine doesn't). What should I do?
When I scroll through the T&Cs, it stops on the same line in section C. I’ve tried opening different sections in different orders, but I am stuck. I am trying to reset my password.

It also not work for me. When i am clicking on back button, the pc is restarting and option for entering password is appearing. Can you upload some snapshot how you solved it?
