Resetting MacBook but can’t accept Terms and Conditions

So, I’m resetting my MacBook and get to ‘Terms and Conditions’. The ‘Agree’ button is greyed out and won’t let me proceed. Because I’m resetting the whole thing, there are no settings I can change or anything. I’ve restarted the process a few times but keep getting stuck. OS is Catalina.

The workaround is to click the Back button and return to the page asking you if you want to set up iCloud. Select "Skip" or "Set up later" or words to that effect.


Then, you will be able to advance to the T&C page and Agree. You can set up iCloud later.
