By design, your iPad (or other devices) will use available WiFi networks that have been set-up on your device in preference to a cellphone hotspot. The WiFi and broadband connection will often provide better throughput/performance.

That said, your iPad will remain connected with a mobile hotspot while the connection remains active. If either the iPad or iPhone becomes idle and locks, the hotspot connection will drop. When the iPad is woken, it will connect to WiFi if the network is available.

This behaviour can be modified - by altering your WiFi settings. For each of your configured WiFi networks, you can disable Auto Join:

Settings > WiFi > [WiFi Network Name / SSID] - tap the blue “i” icon - Auto-Join - set to OFF

You should note that this setting will inhibit the ability of the iPad to automatically connect to the WiFi network in any circumstances; you must manually connect whenever you wish to use the network.
