iPod support service not installed

I am running iTunes 12.12.7.1 on a Windows 10 Surface laptop. My iTunes library is primarily maintained on the Windows 10 Surface laptop. I am trying to sync that library to either or both of an iPhone 13 and an iPad Air (6th gen). The devices are not receiving changes to the library, particularly new playlists with recently added non-Apple Store learning tracks for choral works I am learning. When I run diagnostics, under the Device Connectivity Tests, the error message "iPod support service is not installed" is returned. I have run through the suggested troubleshooting steps for that error - which are not at all specific to the issue - multiple times with no change (I have uninstalled and re-installed iTunes both from the Windows Store and from Apple's site and ensured that the most recent version is installed). I am unable to save the diagnostic information because iTunes shuts down when I click the "Next" button after the last diagnostic test (Device Sync Tests) completes.
