I live in Canada but have a home in the USA. Can I safely create another Apple ID in the USA to access apps?

Agreed, signing in and out of different accounts can be a nuisance and if not done correctly may end up with mixing things a lot. I don't think in your particular situation it would really matter but there may be an easier way.

In addition, repeatedly changing country settings on your existing ID would work but can also be a nuisance because of the requirements to do that, such as waiting for subscriptions to end.

What I would do is look into this document --> If you subscribe to Apple One and use a different Apple ID for iCloud - Apple Support

Apple makes sideways reference to using a different Apple ID for media subscriptions and purchases but oddly doesn't officially mention how to do this. Go to Settings > [your Apple ID] > Media & Purchases. Sign out of your current ID and sign in with a different one. You're only doing this for that one service, not the entire device. I have not done this but my understanding is it will leave the rest of your settings and data as they are. You will be using the other account only for purchasing apps in the other country.

One tip would be to create the new account with a web browser, not using your Apple ID settings on your device itself. That way you wouldn't be signing out of your major account and would not lose anything. Just set up the other one set to the other country with a payment method valid for that country. Then change the Media & Purchases settings as needed on your device.

Note that this is based on a can-do ethos since what you want to do is not at all the way Apple intends users to do.
