From what we understand, you have an issue with enabling iCloud Drive.
Since restarts may resolve the issue, follow the steps below or in this article: Shut down or restart your Mac.
•On your Mac, choose Apple menu > Restart.
If you don’t want app windows that are open to reopen when your Mac restarts, deselect “Reopen windows when logging back in.”
If restarting doesn't help, try it in safe mode. Safe mode helps determine whether the issue is related to software that loads as the Mac boots up.
See this article for steps: Start up your Mac in safe mode. After testing in safe mode restart normally, and see if it's enabled. If not, try enabling it again.
