What type of “card reader” are you trying to connect your iPad? Would this be a CAC Card Reader, an SD-Card reader, or something else entirely?
There’s at least one CAC Reader solution for iPad:

For USB-connected SD-Card readers, there are many options…
As your iPad10 has a USB-C port, you might consider Apple’s USB-C to SD Card Reader:

Alternatively, if you already have an SD-Card reader that features a USB connection, to connect the reader via a standard USB Type-A connection, you can use an appropriate USB cable and an Apple USB-C Digital AV Multiport Adapter:

A further option is to consider one of the third-party USB-C hubs that have a USB-C connection for iPad - plus a USB-C PD (Power Delivery) pass-through power connector to which you can connect your USB-C Power Adapter along with the hub itself incorporating a combination of additional USB-C ports, USB 2.0/3.1 Type-A ports, Ethernet LAN, HDMI, VGA, SD and microSD card-readers.
Perhaps consider Kingston, Anker, Hyperdrive and Satechi - although there are many others from which to choose. A Google Search for USB-C Hubs compatible with iPad will find a number of articles and recommendations.
