I bought an iPhone 13 from eBay, the seller cheated me and sent only the box. What can I do ?

You need to contact EBay about this problem, Apple is not involved.

Painful lesson! Next time, purchase only from Apple or authorized dealer. In these circumstances, Apple is not involved and can do nothing to help you.
