Can you buy Apple Books on a Windows PC?

I've published a few books on the Apple Bookstore. They can be purchased on Apple devices but I'd like to allow readers to use the books on a PC. It seems that if they are purchased on an Apple device with their AppleID they can be downloaded on the PC using iTunes > Account > Purchased (I see Family Purchase) and then selecting Books. A book can be downloaded and viewed by a number ePub readers, including Calibre. However, this seems to require the reader has an Apple device and an Apple ID. Can books be purchased directly with a PC?
