The bug is new in Monterey, and only affects codes that both begin and end with zero.

The input source ABC Extended lets you do this for all of them. To add grave you hit option shift ` after your base letter̀.

You can also make a custom layout with the Unicode combining accents on their own keys with Ukelele.
