Unicode keyboard input broken Monterey

Hello,

I just updated today to Monterey and it looks like Unicode keyboard input is broken for COMMERCIAL AT (0x0040) DEGREE SIGN (0x00B0) COMBINING GRAVE ACCENT (0x0300)

as far as I checked, are there anything in the OS (shortcuts comes to mind) that could explain such behaviour and potentialy fix it? (I'm not looking for workarounds).
