How do I enable running my finger over the power button to wake my iPhone 8 Plus without actually pressing the button, did Apple remove this feature, or was it never a feature of the 8 Plus in the first place?

You can't do that. The iPhone 8 Plus does not have a "sensor" in the Power Button, which can turn on the screen without you pressing it. However, you can also use the Home Button to wake up the screen.
iPhone 8 Plus has also the Raise To Wake function, so the screen turns on when you lift your iPhone.
