Has anyone had this issue? When I enabled Dolby Atmos in the Apple TV setup under immersive audio, media that formerly streamed as DD Dolby digital now comes in as multi-channel PCM on all platforms. When I disable Dolby Atmos they revert back to DD which is the better signals.

This is as intended. Dolby Atmos from the Apple TV 4K box is output in uncompressed Dolby MAT format, which some audio systems might identify as PCM Multichannel.
Dolby Atmos would be the richer signal, no doubt, preferable over DD.
