First check to see if it may be the remote

If your Siri Remote or Apple TV Remote isn't working - Apple Support (CA)

If the issue persists and it looks like the Apple TV itself may be un-responsive you can try disconnecting power, wait 10 seconds, and then reconnect to force a reboot. If that doesn't work then consult Apple support
