iPhone XS automatic update phone juggles on restart

My iPhone is set to automatic updates . It backed up (thank goodness ) then updated apparently. In the morning grabbed my phone and it juggles through on and off . Have tried :

Reset , plugging into my Mac , then resetting or even updating (won’t work because it just cycles on and off ) , left it off for days , tried to restore form back up (won’t work because it juggles on and off ) . I had to order a new phone 😭 . Couldn’t even get a turn in because I can’t turn off find my iPhone or wipe my personal information . I did NOT interrupt the update because I was asleep when it updated .
