It is not possible to close specifically for iCloud data.
Only option is to turn off Cellular Data completely, or turn off Cellular Data for iCloud Drive or turn off specific apps in iCloud. For example, you can deactivate the synchronization of Photos via Cellular data. You can simply deactivate your apps which you find in the list in Settings -> Cellular.
Turn off Cellular Data for iCloud Drive here:
Settings -> Cellular -> Scroll to the bottom and disable iCloud Drive.
