Yes, you can. I have just done it on 12.5.5.

Just because the LATEST version requires 13.4 does not necessarily mean an earlier version is not still available for 12.5.7.

unfortunately, the developers of Instagram stop at supporting iOS 12 and iPhone 6. You’ll need to get an iPhone 6s or newer to download Facebook, or Instagram. But here’s the thing, WhatsApp in messenger also on by that same company, why haven’t supports the end of the dance apps yet on iOS 12?
