I have an adjustable monitor that can rotate 90 degrees. Does the baseline M2 support vertical displays?

Rotating Mac Screens:

Yes. This is an option on the Mac itself, as rotating the screen is part of the macOS. See what is mentioned here: Rotate the Image on your Mac Display - Apple Support

For note...

Rotating Mobile Device Screens:

Note that on a mobile device, when you rotate the screen, it may not work, given the app does not have the option to play it in landscape mode.
