No. I am not having this issue.
Troubleshooting Cellular Connectivity:
A. "No Service":
Is "No Service" shown on the top-left corner of your screen? If so, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
B. No SIM":
"No SIM"*** is shown on the top-left corner of your screen. So, go here to fix that: If you See 'invalid SIM' or 'no SIM' on your iPhone or iPad - Apple Support
C. Contact your Carrier:
Having issues with Cellular, contact your Carrier, asking them to configure this to the correct settings. They configure all of this in the SIM card.
Same issue here with iphone 12 mini ios 16.3. Need to restart more than 4 times to get cellular signal and it happen more than 5 times a day. This issue never happened before ios 16.2. I hav reset network setting but still same issue.

When you leave the house, you are using a data connection over the cellular network, so it is an issue with your cellular provider.
For most your phone service and data service are two different subsystems and thus reside in two separate databases, so issues can arise.
Contact your cellular provider for assistance.
Yes I am having the same issue after installing 16.3…My phone cellular service has taken a hit! I cannot use the internet, social media apps, send text messages, listen to podcast or music. It’s so annoying, I have an XR but the model has nothing to do with it. I’ve turned off my phone a dozen times and have done a network reset several times. I need to reinstall the old software again

If you read my previous responses you will see why comparing your watch and your phone is meaningless and incorrect as they use different cellular frequency bands.
It’s your carrier and there’s nothing for Apple to fix, but by blaming Apple they don’t need to spend money on a truck roll to fix their own network, best of both worlds for them.
My daughter has been having this issue intermittently with 16.2 iOS since 2/8. Unknowingly, she upgraded to 16.3 and now her iPhone 13 will not connect to data at all. It went into SOS only mode, and was able to temporarily resolve that; however, after resetting network settings, she has no data connection at all.
We went to Verizon, and they replaced the SIM card, without success. The tech had the same issue start about the same time on his iphone14 (electronic SIM). This doesn’t seem to be related to 16.3, as the problem occurred prior to the upgrade.
Ultimately, Verizon was unable to resolve the issue with a SIM card, electronic sim, or resetting the phone. They advised replacement. The phone seems to be the issue, not the iOS or carrier. Taking it to Apple tomorrow.
That's because there are a wide variety of issues that are carrier-specific that could be at fault, from tower issues to SIM or eSIM issues to database issues.
For example, not too long ago I stopped receiving calls. I tried calling my own phone and got sent straight to voice mail.
I had to contact my carrier and they did a "reset" of parameters in their database, and it fixed the issue.
I hope replacing the phone solves your issue, the question is whether Verizon will take responsibility if it doesn't.
My IPhone can no longer make or receive calls. One hour with the customer service at TracFone wireless and then 2 1/2 hours with Apple support. No resolution. Both are blaming the other for the problem which started happening only after upgrading the iPhone SE second generation to IOS 16.3.1, urgent security update.
Poland. Iphone 14.Lost Cellar connectivity after 16.3.1 upgrade. 2 different providers (e-sim+physical). So that a not provider case, but Apple one. Network settings reset hasn't helped at all. Waiting for releasing a fix by Apple
Serbia. I have 14 pro max with two esims from different network providers. After updating to 16.3 I have no network. I contacted the provider, but there is no problem from their side, which is what common sense tells me, because it would be very strange to lose signal from both providers in one day, and that's right after updating. Obviously, Apple is the problem. I'm planning to go to the service center but I'm not optimistic. I tried everything, nothing helps. If someone managed to solve the problem, I would be grateful for the help.
The fact that the incidents were coincident in time does not mean they were in fact, related.
Multiple cellular providers also use the same towers and in fact same networks, so just because you have eSIMs from two different providers does not mean there is not a local issue.
I am from Bulgaria. iPhone 13 with SIM and eSim. After update to 16.3.1 I have issues with cellular connectivity. I have reset tried all recommended fixes (reset network settings, fly mode even resetting the phone but keeping the eSim) without success. Connectivity issues are with both the lines. Then I have removed the sim to another iPhone SE 2020 with IOS 16.3.1 and there are no any problems- it is 4G and is working without any problems. With iPhone 13 with IOS 16.3.1 I still have problems. So I believe there is no problem with the carrier. Any other suggestions?
Happen to my iphone 12 mini, already reset network setting and install new ios from itunes still not working. The sim work fine on other phone. Issue occurred after update ios 16.3 . Sold my phone now using an iphone 11 and will not update.
For Christmas I bought 3 iPhones: 2 iPhone 13, 1 iPhone SE 2022. In this way at home, my wife, my children and two for me, we have total 5 iPhones ( iPhone 13 - 2 pcs, iPhone 12 - 1 pcs, iPhone SE 2020 - 1 pcs, iPhone SE 2022 - 1 pcs). Only my phones are with 16.3.1. Only my iPhone 13 with 16.3.1 has cellular problems. My wife uses also iPhone 13 with iOS 16.2. As we live together our phones use the cellular in the same places. She doesn’t have any problems. All this leads to my thoughts that iPhone 13 with IOS 16.3.1 has problems. I do not see any possibilities that the cell has anything to do with these problems. Correct me if I am wrong but with 5 iPhones at home the problems appeared suddenly only on my iPhone 13 only after updating to IOS 16.3.1.
