Multitasking is Enabled...

Move the Multitasking Button:

1. Go Here: Use Multitasking on your iPad - Apple Support
2. Scroll to: How to use the Multitasking menu to open multiple iPad apps
3. As it Reads: Tap the Multitasking button  at the top of the screen.

Swipe your Finger:

Select each of the three items in the list, and then see if you can slide the black half over. You'd swipe your finger left or right, on the screen.

Center Windows:

Depending on the app, when you open items from within it (ie an eMail or a note), you can use a center window. But, the background will still be the entire split screen.
