I can't dowload anythigs from iCloud Drive and attached files from email !!

It appears always, for few time, the message

"waiting for web courier push.apple.com"

I tryed to disable/enable Photo Sync from iPhone and iPdad, but the problem stay on.

We'd like to help, so let's start with ruling out some possible causes, along with confirming more details to better understand what's happening:

You mentioned that the message shows when you try to download any file from iCloud Drive, but what occurs if you try to only open a file from iCloud Drive?
When did this first start?
If you test connecting your iPad to a different Wi-Fi network at another location, does the same issue occur?
If you use iCloud Drive with other devices, do they also have the same error message show?
Sometimes unexpected behavior can be resolved with a restart: Restart your iPad
We see you're using iOS 9, which is a very old iOS version. The latest for that version is iOS 9.3.6 for cellular models, or iOS 9.3.5 if you have a Wi-Fi only model. Which exact iOS version shows installed under Settings > General > About?
If you have a newer iPad mini model, a more up to date iOS version can be installed. If you check under Settings > General > Software Update, does a new update show available to install?
