Error when attempting to install software update MacOS 13.2

I cannot find a solution to this problem. Nothing works - including Apple's own instructions..

The error text is "Failed to personalise the software update. Please try again. An error occurred while downloading the software updates. Please check your internet connection and try again."

This and other strange new errors began to appear only after installing "upgrade" to Ventura 13.1.

I have tried everything including erase all content and settings. Nothing works. I know Apple are aware - they need to pull their finger out. There's no point having new hardware if the software doesn't work.

Thanks, P. Philips, for the suggestions and ideas.

I have one 2021 imac 24” M1 desktop and no laptop. I live in Queensland, Australia. A long way from any reseller or Apple store, or even another mac user. The only reason I wanted to upgrade to 13.2 is because my most-used apps have failed to open since upgrading to Ventura at Apple’s suggestion.

I am now at the point where if I have to visit the Apple store again (a return journey that involves an overnight stay in the city) to revive or restore the firmware, it will be to go back to Monterey. Ventura is just too buggy to waste more time, money and effort trying to make it work. If it wasn’t for my ipad mini, I would be totally without computing facilities.

An interesting and successful development.

In a desperate attempt to avoid the journey to the Apple store, I decided to take out all of the variables that could possibly be a problem, one at a time, and nothing was working. The only thing left was my TP-Link Wifi 6 Mesh network. So I bypassed it and connected directly to my ADSL modem. I then clicked on System Preferences>General>Software Update and Voila! The update downloaded completely and installed without issue.

My favoured and most-used software packages are working again. I have had no issues whatsoever since completing the update to Ventura 13.2. Once again, I am making assumptions, but there must be some protocol that requires an open tcp port or two that are currently closed on my mesh network. I will investigate when I have the time.
